The Pre-Fill use cases (CX) are broken into three (3) specific CX IDs to highlight the onboarding solution’s primary function and digital channel.  Each CX also identifies if the feature enhancement is Commercially Released, Alpha, or Beta. These definitions are detailed below for your reference.

Account Opening

1. How do consumers react to the solution? Why do you need a Social Security Number or Date of Birth?

  • Pre-fill is becoming a common practice, and for younger consumers, it is becoming an expectation. Easy and transparent consent language is key, and we will help you with best practices.
  • The SSN or DOB are used for two reasons:

    • This helps identify the correct identity when two or more people are associated with a Phone Number.
    • This provides an additional layer of security with "something-you-know" authentication that protects against a bad actor picking up your phone and using it without authorization.

2. We don’t have a native app, so we can't use this.

  1. Our Prove Pre-Fill solution is completely agnostic and can be used to enhance the CX regardless of the channel the consumer is coming in through.

3. So, all a fraudster needs is my phone number and the last 4 of my SSN to get all of my PII?

  1. No, a fraudster (aka bad actor) would not be able to get through authentication without physically having your active phone with them, know the passcode to your phone and know where to go to use pre-fill.
  2. Pre-Fill is a highly secure solution which must show that the number being provided is tied to the proper device associated with that number which is also associated with the individual.

4. What happens if a SIM Swap has occurred prior to using Pre-Fill?

  1. Powered by Prove Identity Network (PIN), our Trust Engine ensures hyper accuracy in verifying digital identities to pick up on the active line indicators and cause a fail out if something looks off.

Digital Channel: Mobile/App, Desktop, Contact Center, Chat:

1. Is Prove KYC/AML compliant? 

  • Yes, Prove Pre-fill is a compliant KYC/AML solution.

2. What is Prove CIP+?

  1. Onboarding new customers for bank accounts can be challenging for banks due to the various regulatory and compliance requirements, fraud risks, technology challenges, and customer experience considerations. Prove CIP+ locates and authenticates a consumer upfront while displaying their verified personal information to review before submitting an application. It performs dual source validation on a consumer's personally identifiable information (PII) using 2x2 verification while also performing Anti Money Laundering (AML) screening on sanctions, watchlists, Politically Exposed Person (PEP) lists, and Adverse Media.

3. Tell me more about dual source PII validation? Why should I care?

  1. The USA Patriot Act requires that a bank have a customer identification program (CIP) and Know-Your-Customer (KYC).  More and more, banks are performing double-source validation of Personally Identifiable Information (PII) to decrease friction of the customer and employee manual work and increase confidence of identity validation exceeding compliance requirements.

4. What is 2x2 Validation?

  1. It is the process of taking two pieces of information like name and date of birth and validating them against two recognised sources, like a credit agency or utility company.  The purpose of this requirement is to ensure that banks have a high level of confidence in the identity of their customers and to prevent fraudulent activity, such as identity theft, as well as minimize manual processing.

5. What are the authoritative data sources that you use?

  1. Prove is able to share names of commonly-used data sources by FIs when required by government regulated use cases.

6. What logic does the client need to build to make a decision?

  1. There will be two new flags that the client can use to make a decision. They will each be a True/False boolean: 1) to indicate phone ownership confirmed by two data sources, 2) to indicate CIP confidence from two data sources. The response will also include two objects (dataSourceOne and dataSourceTwo) which will include all of the standard outputs for Prove’s Identity Verify.

7. Is the ‘flow’ any different from the existing Pre-Fill flow?

  1. The architecture diagram looks very similar to Prove Pre-Fill. The only difference is that clients would call verify API every time when PII is submitted (after Pre-Fill, edited Pre-Fill info, manual entry).

8. Why not add the dual validation to the Pre-Fill API call?

  1. A customer may edit their personal information after it is displayed so the dual validation needs to occur after they review and potentially edit their information and before or at application submit.  Adding dual validation to the Pre-Fill API would add unnecessary technical development for Prove, reduce the number of successful Pre-Fill billable events, and not capture all use cases (Pre-Fill success, Pre-Fill with edited PII, No Pre-Fill with manual form entry).

9. What is the user experience?

  1. The user experience is the same as the Prove Pre-Fill solution.

10. How does this work with Comply Advantage and is this included in the solution?

  1. Comply Advantage works in the same way as before. Clients can manage their integration and ruleset in their portal.  Yes, it is included in the CIP+ solution and result-output are within the Verify API, which is why the client will need to run this every time for every consumer whether the consumer edits their pre-filled information or not.
Identity Verification During Employee Onboarding

1. What types of clients can use this solution?

  • This solution is for employee onboarding software providers looking to enhance the experience and security of the new hire onboarding process.

2. Can this data be used for background checks?

  1. This data can only be used for identity verification prior to onboarding an individual. The identity verification process must be separate from other onboarding processes because the data we provide cannot be used for FCRA purposes (e.g.,credit worthiness, employment verification, etc.). This important distinction should be mentioned during conversations with clients because it will ultimately be detailed in the related SOW for this use case and clients won’t be able to negotiate it out. Any additional questions related to this area should be directed to compliance and product.

3. What does the date field (lastSeen, firstSeen) mean?

  1. The last seen date is the last date that someone was seen being associated with the address. If the last seen date is close to today’s address, it may mean that the person is still associated with that address. If the last seen date is close to today’s address, it may mean that that is the current address. The first seen date is the first time that the person was associated with an address.

4. How many dates are returned?

  1. We will return as many dates as have been seen in the last 7 years. That means that either the First Seen date OR Last Seen date needs to have occurred less than 7 years from today. The reason we have chosen this date range is because our clients will want to use our data to verify the identity of individuals at the state level. For example, there are likely hundreds if not thousands of Michael Smith’s in the state of California. Our data is meant to be used to make sure that the information they request is for the right Michael Smith.

5. How accurate are the dates?

  1. Pre-filled PII data (including date ranges) is highly accurate. As lifecycle events happen, the data is kept fresh by leveraging Prove's unique phone intelligence that correctly identifies a consumer and their most recent information.

6. Does this only cover a user’s address history in the U.S.?

  1. Yes.

7. What does it mean if partial dates (just month and year) or no dates (no first seen or last seen date) are returned?

Prove will make its best effort to return as much date information as possible but there are cases where Prove will only return month and year. Dates will not be returned for addresses if:

  1. No dates are returned from the data provider
  2. Dates are not formatted correctly
  3. No year is given in the dates
  4. The first and last seen dates fall outside the seven-year historical window

  1. At Prove, we don’t collect personal data. Our view is that there is enough data in the world. In fact, it is estimated that 1.7MB of data will be created every second for every person on earth.

2. Can this data be used for background checks?

  1. Pre-filled identities are sourced and verified using Prove's bank-grade data that can assist our clients with meeting CIP requirements.
  2. Pre-filled PII data is highly accurate. As lifecycle events happen, the data is kept fresh by leveraging Prove's unique phone intelligence that correctly identifies a consumer and their most recent information.
  3. Synthetic identities are prevented because Prove Pre-fill employs the PRO methodology, making it difficult for bad actors to assert these identities.
  4. Prove is able to pre-fill PII for over 80% of end-users who opt in to Pre-fill (literally).
  5. Pre-Fill is KYC compliant by leveraging our Pre-Fill-KYC workflow with integrating our Prove Verify API. 

3. Who are your data partners and how accurate is the data?

  1. One of our core capabilities is to verify ownership of a phone line. Today, we can verify the owner and user of a phone line for 90% of the 700M active US phone lines (across mobile, VoIP, and landline). This is significantly higher than others in the market.
  2. Our partners include the companies in the “core telecom” infrastructure, service provider billing systems, banking, bureaus, public records, utilities as well as unique partners such as SMS registries (for college students) and prepaid processors (for the 40% of prepaid phone lines that are funded with debit/credit cards).

4. How does Prove handle ITINs?

  1. Some of our data sources block ITINs and others do not. When using a T/I waterfall (our standard data configuration)fd you may see some ITINs validated. While the accuracy is high the coverage is low so we don’t advertise our solutions as ITIN validators.

5. What can we say about our new data source that expands coverage for thin credit profiles?

  1. Prove has added data intelligence that uses public and private data sources trusted by federal and local professionals in the legal, intelligence, and financial services industries to compile phone and identity intelligence and generate the verification output in Prove's identity solutions.  Prove leverages the tenured phone history, often much longer than the history of young people in credit bureaus, to help locate and verify the right identity.
